It measures the alignment of the initiative with existing policy frameworks in the country. In addition, the scalability of the initiative to other realities and geographies is valued.
Progress was made in developing guidelines for updating the National Environmental Policy, incorporating an agro-environmental approach to address chemical pollution resulting from the use of pesticides and fertilizers.
A draft Forestry Law with an agro-environmental focus was drafted to strengthen forest management in the context of climate change and disaster risk management.
A draft Irrigation and Drainage Law was developed to address the difficulty of soils storing water due to the high degree of erosion, improving agricultural water management.
A Climate-Adapted Sustainable Agriculture Policy (PASAC) was formulated, incorporating strategic axes related to the combination of basic grain production for self-consumption with other more profitable crops, with a vision compatible with the environment.

The project contributed to reducing the impact of climate change on the livelihoods of the rural population, strengthening resilience to extreme weather events that primarily affect rice, corn, and bean crops.
It presents a retrospective thematic alignment with seven SDGs: SDG 1 (small and medium-sized producers in high-poverty areas as direct beneficiaries); SDG 2 (intervention in four key chains for regional food and nutritional security: maize, beans, sweet peppers, and cassava); SDG 8 (improvement of rural income and employment through strengthening associations and access to markets); SDG 9 (building agricultural innovation capacities through multi-actor consortia and regional networks); SDG 12 (identification of eco-efficiency as a goal in various consortia); SDG 13 (explicit response to the challenges of climate change and soil degradation); and SDG 17 (model of alliances between INIAs, universities, municipalities, cooperatives, and regional platforms such as FONTAGRO, INNOVAGRO, and CAC-SICTA).
This measures how well the objectives and goals set out in the initiative were fulfilled, as well as the extent to which the results achieved are attributable to the actions implemented by the initiative.

Institutional Paradigm Shift
The initiative moved from a sectoral and product-based approach to a more holistic one, aimed at strengthening livelihoods and food security. Inter-institutional coordination is essential for addressing complex agro-environmental issues.
The formation of the inter-institutional Technical Committee was key to the project's success and sustainability. Institutional representatives with direct access to decision-makers are essential.
The participatory methodology (12 regional workshops, 4 national events with 560 participants) significantly enriched the normative products. The inclusion of diverse actors (civil society, private enterprise, academia, NGOs, women's and indigenous organizations) strengthened the legitimacy of the proposals.
The exchange of experiences with Brazil, Costa Rica, Colombia, Panama, and Paraguay provided valuable lessons and best practices. South-South cooperation is effective for building capacity in agro-environmental policies.
The promotion of balanced participation of women and men (69% men, 31% women) demonstrated the importance of gender inclusion in agro-environmental policies.
