It measures the alignment of the initiative with existing policy frameworks in the country. In addition, the scalability of the initiative to other realities and geographies is valued.
The project is linked to the plan through its axes of agrarian revolution for food sovereignty, promotion of decent work, change of the productive matrix and strengthening of the Popular and Solidarity Economy (EPS).

Administrative autonomy for efficient acquisitions
Strengthening the project's administrative team in national regulations and giving them greater autonomy in the pre-contractual stage improves control and reduces delays in the contracting processes.
Collaboration with external entities on specialized topics
In areas without prior institutional experience (climate change adaptation, natural resource management), partnering with national institutions and territorial actors made it possible to incorporate these issues despite the cancellation of funds.
An integrated management unit within the implementing entity is effective only if there is leadership, institutional ownership, and a long-term commitment to resource allocation; its absence leads to delays and restructuring.
Small or poorly paid teams overload functions and affect product quality; hiring staff outside of state salary structures could ensure greater stability and a suitable profile.
Early alignment of design with the national budget cycle
Aligning the design from the outset with the country's priorities, regulations, and budget timeline (including providing for an external operator not subject to public sector restrictions) reduces the risks of delays due to government approval.
